U.S. law requires visa interviews in most cases and possession of the ABTC card does not exempt travelers from this requirement. However, holders of the ABTC card will be eligible to participate in business facilitation programs, which offer expedited visa interview appointments should they be necessary. Business travelers are still encouraged to apply for visas well in advance of their intended travel.
No, but in recognition of importance of business travel, the ABTC card does assist in obtaining expedited access to an interview appointment should it be necessary, and facilitates access to special entry lanes at ports of entry.

No, the ABTC card, not the visa, will allow ABTC holders the access to existing business facilitation programs at embassies/consulates and access to the facilitated inspection lanes used by airline crew at all U.S. international ports of entry. Possession of the ABTC card will not change visa requirements, your visa status, or the visa process.
